Whissendine Good Neighbour Scheme

The good neighbours scheme Whissendine is a group of volunteers to help with needs in their community.

They will help residents by offering services such as lifts to the doctors or hospital, taking someone shopping, befriending and taking on odd jobs.

Residents can call if the need assistance.

Gwen Griffiths says "If somebody suddenly needs a hand its about us providing a safety net... we are trying to cover the support that people might need and help one another. We want to bring the village together"

Once again well done Oakham in Bloom another grand job done but why do we have to have these awful signs that detract from your good work. The leader of Rutlland County Council has stated publicly there are to many signs in the county probably one of the few things I agree with.

I see clearly this sign contains a memorial for two local residents, I am don't disrespecting their memory. I am sure this will be said. I have been critical of these signs since you spoilt the work along Burley Road with Kitchen adverts that you need to stand in the road to read.

a small sign on the wall may have been more appropriate.

I wonder why you need planning permission for a temporary banner and no such planning permission for this type of permanent sign. Each year I like to photograph the Boat at Stamford Road I have not done so this year because Discover Rutland Sign is blocking the shot.

Leicester Police Corrupted by Oakham Town Council

I wonder why Oakham police support Oakham Town Council and its past members.

They feel it is acceptable to give Ex Cllr Jim Harrison information regarding their work so he can publish it on his blog.

He publishes the police gave a me caution for posting porn on the notice board, another false claim it was not porn. It was two small images the police said were offensive, images of a human backside one had piles and the other had a carrot stuck inside. Both sent to me by a local person along with other offensive hate mail to me. As the police took no action and the Town Clerk was crying like a baby I was bullying him on my blog, I chose the least offensive images to show the public the extent these people will go to. I felt confident these images were not illegal because the police had examined them twice in the past and told me they were not offensive.

The notice was not seen by many people, most people don't read notices a few more adults did read my notice once Cllr Lucas shouted to people passing to come and view, If I had posted porn as Mr Harrison said why would Cllr Lucas want so many people to see it?

When a person is cautioned details are not released by the police, you can see this clearly in the local press, names are not published because the police can not give that information. I don't mind saying I accepted a caution it was the easy option because no one wanted this to go to court, because I was willing to take this to trial. Because I still believe I did not knowingly commit any crime. Why was Mr Harrison given details of my caution by the police? maybe they can answer me, they tell me they read my blog.

The police have not taken any action when Mr Harrison published false allegations suggesting I am a risk to young people. His blog is real harassment and endangers me personally. It is very unsettling and I fear walking around Oakham being called what Mr Harrison is suggesting in his blog. I notice Mr Harrison takes photographs of children, I would not suggest he is a risk but he know the dangers if someone published this suggestion. His publications clearly suggest I  am, this is clearly harassment and bullying. He approves and publishes comments on his blog like  "I would not let my children near him" this man is scum, yes Mr Harrison I call you this, I can not believe a former respected army man, councillor and Mayor can behave in this way. You know the danger you are placing me in.
Also the recent comments made to the public by Cllr Lucas are similar to Mr Harrison's false claim.

I took my computer to the front desk of Oakham Police Station to show Mr Harrison blog the officer told me it is very clear what Mr Harrison is suggesting I asked to report the crime and was told "I have instructions you should be referred to Sergeant Dickinson, he is not available until next week? why can a police officer be told not to accept a report from me?

Considering Jim Harrison's posts about Martin Brookes this smacks of double standards of such an order that it beggars belief anyone at all can justify it.

Dear Mr Haworth,


I find it very strange, you claim I am harassing you and abuse police resources.

Have you forgot you breached standing orders at a town council meeting this month.

Yes it is a breach for the chairman of the meeting to not to allow a member to make a proposal.
Fortunately last week Cllrs agreed this happened and accepted an amendment to the minutes.

Your use of Oakham police along with Mr Beech to attempt to serve a stage 1 harassment order against me was a abuse of your position on the police committee JAG. I will continue to blog your harassment, I don't lie, like your ex councillor friends and forum mates. Jim Harrisons blog is currently the most serious example of harassment.

You have constantly harassed me you were asked to arrange a ward walk with me,by Cllr Lucas you went ahead and arranged it without consulting me and deliberately arranged it for a day you knew I was going to be visiting the job centre in Leicester.

When I think of the many times I have complained at the police station about you and your friends and no action was taken.

You have fully supported Cllr Dewis's harassment, by supporting his motion to obstruct my work as a councillor by attempting to exclude me from the council office. You had the cheek to sit at the meeting and suggest "I could bully the Town Clerk Alison Greaves and she needed protecting from me."

Cllr Alf Dewis is also a member of the same police committee along with Cllr Joyce Lucas all three of you abuse this contact with the police. Often when I have made complaints Inspector Monks has written and said this is not a police matter, but a matter for standards. I suggest you wait for all the complaints made by you and your friends are dealt with in the correct manner. I consider you using the police to stop me in the street is another form of your harassment against me.
No wonder Cllr Dewis does not want to loose the appointment and suggests an appointment that has always been a elected appointment is now by police invitation only. This clearly shows the police are involved in local politics and should not be. What gives them the right to say who the local council sends to sit on any of their committees. I don't want the appointment, I think people will understand what I am trying to say.

Your harassment continued at council meetings when you blocked all my attempt to offer to sit on outside bodies. It is not as if you could get out of bed to attend any of the meetings. This is not harassment because each time I have visited your home, your mother would say your are in bed, She would say "Hes not up today you should come back around 6 pm he should be up by then." You are a bully because I saw how you pushed your mother out of the way saying "get in there" to her when I called around a few weeks ago.

Your friend Mr Beech needs to be reminded I traced his IP address and posted it online, when he was posting abuse in my forum. Then he ran to the police shouting arrest him! data protection. Why would the police arrest a man who identifies a man who is harassing him.

You need to think very carefully and look at what harassment is look at your forum posts and the offensive dribble you wrote under the assumed name Lardboy.

Royce Recreation Ground Oakham Vandalised

At the next Council meeting Cllrs will be asked to consider replacing a new piece of equipment that has been vandalised twice. The first time the supplier replaced the damaged equipment free of charge.

This time we are being asked to consider spending £14,000 replacing the equipment. I am told this is 7% of the councils income.

I sense a feeling the council can not afford this and no money is set aside for this type of cost.

Strangely the council does not insure for vandalism, I am told it would cost to much.

Homophobic Oakham Town Council

Homophobic bigots Cllr Alf Dewis and Council Alf Dewis supported by Rutland County Council get the green light from Standards for England to continue their homophobic harassment and bullying.

Although I did notice an improvement in Cllr Dewis's behaviour at the last Town Council meeting I fear he will see this as a victory.

Cllr Dewis is a member of a police committee so no action was taken when I made a compliant of assault despite at least 3 other people being present no one saw anything




As for the vile evil Cllr Joyce Lucas she will continue to spread her nasty disgusting untrue statements against me.

Reason for decision

The matters in the allegation relate to an informal meeting which took place between the complainant and Councillors  Lucas and Dewis. It is alleged that Councillors  Lucas and Dewis accused the complainant of bringing the council into disrepute by posting photo of his birthday celebrations on a blog where he is identifiable as a councillor. The complainant has alleged that this is homophobic.

based on the evidence referred to Standards for England, it would be very unlikely that the actions, even proven, would amount to a breach of the Code of Conduct.



I have received a private email relating today's posts, questioning why I have not published details of the allegations against me. I have nothing to hide and as soon as I can I will publish full details.


All the allegations are from Oakham Town Councillor past and present and they have all been referred by Standards for England for further investigation.


So far seven complaints have been referred all relating to this blog and links on my facebook group.

Decision

When a standards committee refers an allegation to Standards for England, it must make one of three decisions.

refer the case to one of its ethical standards officers;

refer the allegation back to the standards committee of the relevant authority; or

take no further action.

Information about the complaints is considered confidential throughout  the investigations, even after the investigation is completed there are restrictions on what can be published. It is my understanding I can not publish details of the complaints made by the complainants, they can if they wish. I think most people who follow my blog will know who they and their complaints.

The complainant has alledged that the subject member has breached the Code by goading the complainant and accusing him of stealing at a meeting of Oakham Town Council.

No details are provided of the date of the meeting of the Town Council. The subject member is member is alleged to have asked why the complainant sat next to him and, at the end of the meeting, accused the complainant of stealing from the Town Council. No further details are provided of the subject members conduct.

(I provided full details to RCC strange this has gone astray maybe to police officer present can assist  many people saw his conduct and my angry response towards the vile bully)

Whilst an unfounded accusation about "stealing " may constitute disreputable behaviour on behalf of a member, in the absence of any supporting details about the alleged conduct I do not consider that any breach of the code is disclosed on behalf of the subject member

Allegation:

On 28th May 2010, the assessment sub-committee of Rutland County Councils standards committee decided to refer the above allegation to Standards for England. It was received by Standards for England on 17 June 2010.

The allegation is summarised in the authority's decision notice.

Decision

When a standards committee refers an allegation to Standards for England, it must make one of three decisions.

refer the case to one of its ethical standards officers;
refer the allegation back to the standards committee of the relevent authority; or
take no further action.

Having carefully considered the information provided to it, Standards for England has decided, in accordance with section 58(2) of the local government act 2000, as amended, to take no further action.

Reason for decision

The complainant has alledged that the subject member has breached the Code by goading the complainant and speaking to him in an intimidating manner.

The alleged conduct occurred during the annaul general meeting of Rutland County Council, but both attended the meeting as "observers". Neither are members of the County Council, but both are members of Oakham Town Council.

There is no evidence that either the complainant or subject member were attending the County Council meeting in their capacity as members of the Town Council, or that by doing so they were acting, claiming or giving the impression of acting as members of the Town Council. I do not consider therefore that the code if conduct applies inrelation to the alledged behaviour of the subject member.

Furthermore, the complainant's letter refers to the subject member speaking to him in an "intimidating and childish manner", that he tried to "provoke" the complainant and that the subject member's behaviour was "harassing" the complainant. No further details are provided of the alleged conduct.

I do not consider that the code applies to the subject member's conduct, nor that any breach of the code is disclosed on behalf of the subject member.

I have decided to take no further action in relation to this allegation.
Standards for England investigations.


I have received a large quantity of letters from Standards of England.
It is very clear Rutland County Council have not handled any my complaints correctly.
This has given members the green light for them to continue.
It appear Rutland County Council left out important details such as dates of meetings and supporting details.

What a surprise!

All complaints from councillors and ex councillor and friends have been referred for further investigations.

I am pleased to see Rutland County Council has provided all the required information.
Although they sometimes refer to Mr Wright instead of Mr White.

There has been much local discussion, regarding the cost of these investigations the people making the complaints are happy for the public to believe I have raised all the complaints and I am wasting a lot of peoples time and money.

I hope standards for England will recognise the reason for these complaints made against me are malicious and have mainly arisen because the complainants support the members who resigned when I was elected.

I am not sure what they feel they can achieve, the internet activities have suggested the stocks extra hole should be used. Fortunately Standards for England don't have those powers.

I have noticed their friends have started to remove hate content from facebook. I can only assume this is to help their cause.
I find it very frustrating this often happens after I have spoken to Richard White, who tells me he does not know the people. It is clear that in this case he knows people who post this rubbish.

Of course ex Cllr Mr Harrison is such a bully, he has no fear admitting he is responsible for his blog and content. He posts suggesting I am a risk to children. He is a nasty vile man. (another complaint to standards on it way?)

The list of complaints from Councillors and ex Councillors is huge.

If correctly investigated by Standards for England this will take up hours of my time and others. Time I am not sure I am willing to give.
I have already given up a huge amount of my time sitting at the table in the council chamber being ignored as is clearly now shown within last weeks minutes amendments. Although the last meeting things slightly improved it is clear it was hard for some members of this dysfunctional council to follow correct procedure.

I will be posting the findings of my complaints and let the public read and make up their own minds.

I dont know these people but they think they know so  much about me, if this is a typical rutlander then it is shit, but fortunately, I know this bunch is a very small element of Rutland and most are good people like the friend who brought me some free food around night to help me out. I did not ask so that does not make me a sponger.

How can it be right that an Oakham Town Councillor puts on display pornographic images in an official Oakham Town Council notice board, is subsequently arrested and is then seen taking photographs at Royce Playing fields where there are children present when the new equipment was officially opened. Should a man who obviously has a penchant for displaying pornographic images on a public notice board be allowed anywhere near children? I THINK NOT! As a councillor he may be visiting other establishments where there are children present AND THAT CANNOT BE RIGHT. Perhaps he ought to undergo a CRB check before being allowed anywhere near children again. He certainly needs to be watched very closely.

Parish Council Forum Rutland County Council

tonight I am attending the parish forum, slightly distracted.

Cllr Haworth has abused his position on the police committee, he and ex Cllr Paul Beech are not happy just harassing me online or complaining to standards they now use the police to attempt to serve harassment notices. I refused to accept the notices. Apparently they are not happy to be mentioned on my blog. If it was not so serious I would say they were taking the piss.

At tonights meeting chaired by Mr Baines.

Terry King County Councillor and Portfolio Holder for Development and Finance. He gave a presentation about local government funding.

This was followed by a presentation by Mike Baish, Director of Corporate Services on Sustainable Communities Act.

Then David Banister, ICT Strategic Lead Rutland.

and County Council, regarding the census 2011.
Advertising will start in September 2010 the date of the Census is Sunday 27th March 2011.

A presentation followed from Cllr Peter Jones on Rutland  Museum and Library Service and assisted by Victoria Newton-Davies. from the museum and the castle. she he would like more visitor two the museum and castle she highlighted the new move into Arts also the History research available and course every good museum should have one a nice new gift shop.

The Castle is available for corporate hire and weddings.

There are a number of events at the castle and the museum over the year.

There will be summer family projects this summer.

Dear Sir/Madam

Since I have been using google alerts to notify me of postings made about me anywhere on the internet, I am very concerned about the post made by Ian Burton on various locations on Facebook.

Information contained in this post relates to my home and private information that could only have been released to Mr Burton by a Rutland County Council employee and Job Centre Plus Staff.

Mr Burton publishes details about my home such a details of the service charge.

Mr Burton publishes I am in receipt of Council Tax and JSA

I would like these serious breaches of privacy investigated.

I do not know Mr Burton, a local has told me he is connected to Berridges Taxi's along with David Burton who also posts information about me.

From visiting facebook I can see Mr Ian Burtons daughter is Angela Burton (Married to Mr Wells) she is employed by Job Centre Plus. either at Leicester, Melton or Stamford.

I am hoping Mr Grayling minister responsible for Job Centre plus will ask Job Centre plus to investigate this possible breach of confidentiality by Mrs Angela Burton, relating to my income.

To follow procedure, I wish to make this a formal complaint because of the serious nature it is being copied to the local government ombudsman for advice.

It is clear from looking at the facebook contacts of these people they have links to Oakham Town Cllrs and Ex Cllrs.

The manner and content of comments resemble the Rutland Chat forum.

These people behave in a cowardly and appalling manner and it is clear now they are supported by RCC. due to the leak of information relating to my home.

So far I have recieved a response automated from  Cllr Rodgers, she is responsible for planning one of the worse performing departments at RCC. I guessing this is not March 2011!  am I the only person who questions what is wrong with these Cllrs. I am awaiting Cllr Wainwrights normal response don't contact me. They seem to forget there role is to serve and assist the public. I expect no reply from Cllr Lovell a very good friend of Oakham Town Councillors past and present. He told me I should not stand in his ward because I don't reside there what a silly Councillor most Councillors at RCC don't live in their wards, so why should it matter if a Town Cllr does not. I guess it matters when your friends are Tyers, Kelly and Beech to name a few.

Rutland Hippos

If you live here in Oakham you are not allowed to have a opinion!

If you show the slightest signs you might be critical they certainly let you know. 

I will repeat the educational value of the hippo project was valuable for the school children.
The cost of nearly a £1000 per hippo is far to high and the chairman of the festival admitted they did not raise enough sponsorship. I would suggest the tax payer is out of pocket, yes Arts Council Money is tax payers money.

I am no longer bothered about this small group of people and will publish any insult posted or received, Google Alerts is a very handy tool it even gives users access to locked facebook posts.

Interestingly this small group of local people made up of Cllrs and Ex Cllrs and friends think they speak for the whole of Oakham. Sadly they don't many of the other residents would probably use more intelligent words to describe me, moron is a new one this week.

Oakham Festival Comedy at the Merry Monk

I was looking forward to the comedy at the Merry Monk it was highly recommended on facebook by Mr Rudd, Strangely I was not the only person to be disappointed as the act was heckled off the stage.

I am sure Mr Rudd was disappointed, I cant image which Councillor he was referring to, although looking and his friends postings it would not be hard to guess.

Despite the hype the festival gets worse each year. The highlight of the evening was when I entered seeing how rude my fellow committee members are, I was wondering if Joyce Everett could tell members it is very rude to point and to talk about people when they are present. The woman in the black t-shirt being the biggest offender. The behaviour of these people reminded me of Cllr Joyce Lucas.
