Cllr Charles Haworth, Oakham Town Council, Conduct Decision Notice, Rutland County Council

It appears its now official, if you are an Oakham Town Councillor

You can be a liar in court.

A liar outside court.

You can attack anyone who is critical of you're council
with the help and support of former Mayors Jim Harrison
and Paul Beech and you're  fellow councillors.

You can send people correspondence telling them to keep their
noses out of town council business and instruct them to concentrate on
them up the road, up the road is how Oakham Town Council refers to
Rutland County Council.

You can make damaging and false allegations, most being homophobic.

You can even write on behalf of the residents of Oakham and claim
your not doing that in your capacity as a councillor?

But don't worry because Oakham Police won't do anything they will
even help you.

The only good thing about the notice I have received from Rutland
County Council are the words Cllr Haworth was not acting in his
capacity as a councillor, when he broke the law many more times
than is mentioned in the notice.

You might ask why is it good?

It means Mr Haworth will not be able to claim his future legal bills
from the town councils insurance cover provided for councillors.
for activities like this they might chose to carry out in their capacity
as a councillor.

Or will he lie on the insurance form? I hope not if he had taken his pills
in court he would have learnt the truth comes out in court.

I still think its disgusting because it appears there is no way of holding
these mentally challenged town councillors to account.

I need to start looking into the localism act, and possible future consequences
of that act, for so long now Oakham Town Council has done far to little to 
encourage elected member in an attempt to keep the old boys club going.

It is now looking that this is putting themselves at risk,  by having over half the members
not elected and co-opted.

General Power of Competence and the councils criteria to qualify as an eligible parish council
is looking interesting.

This matter has only just been raised at council its now 2014 the localism act came into force
in 2011-12

There a number of points from the localism act Oakham Town Council don't comply with.
And it appears there is no body to enforce the law, Well not here in Rutland.

Maybe the council also acts in a private capacity?

The Clerk did tell me when  I first became a Cllr in 2010 Oakham Town Council is like a football club they make the rules if you don't like them get out! and national law did not apply to them, well that is ringing true
with the lack of implementation of the localism act.

I nearly forgot the disgusting homophobic Cllr  Haworth proposed acceptance of the amended code of
adopted code of conduct at the last meeting, why? if they can all like him on one hand say I am a councillor and when it suits them, oh I have attacked the critic in the most vile nasty disgusting manner but it's fine because I did it in my private capacity.

They are taking the P!
