Richard Wilks, Oakham, was found guilty of harassing a man by using a blog to state that he was a racist.

Richard Wilks, 50, of Graffham Drive, Oakham, was found guilty of harassing a man by using a blog to state that he was a racist.

He was given a 22-week prison sentence, suspended for 24 months, and ordered to carry out 100 hours of unpaid work during the next year. He was also ordered to pay costs of £300 and compensation of £200.

Mr Wilks a former employee of Rutland County Council, has  a long running dispute with the Chief Executive Helen Briggs, The Principle of Catmose College, Sir Alan Duncan MP and Oakham Police.

Mr Wilks has said he is a victim of institutional racism. One of the sad things about this case is some of his claims may have been true.

Only recently former Mayor Cllr Adam Lowe told me Inspector Mistry is racist and Leicestershire Police is the most corrupt organisation he has ever known. Mr Lowe was a special constable who resigned whilst he was being investigated after an allegation of harassment was raised. Local Councillor's favourite paper the Rutland Times allowed him to mislead the public by publishing an article claiming he was resigning to do more charity work.

Mr Wilks lost his cool and was earlier convicted of assault.

Over the years I have seen and heard plenty to confidently say some of those in power are racist and homophobic.

You only have to look at the archive of the councils chat forum used mainly by Councillors and their friends
which was closed down due to racist and homophobic abuse.

Due to an increasing amount of inappropriate, offensive and defamatory postings, the decision to remove the public forum from www.rutnet.co.uk was jointly taken by ROL Solutions and Rutland County Council.

Due to the nature of a web forum, ROL are unable to provide round-the-clock support to this facility, and offensive postings were in some cases not removed for 24-48 hours. This prompted complaints from local residents.

Despite repeated warnings during recent weeks, those using the forum continued to ignore forum guidelines and the decision was taken to shut the forum facility.

Recently Leicestershire Police Professional Standards upheld a complaint I made about that Sgt, the member of the public who complained about Cllr Charles Haworth to Sgt Wharton tells me they made a standards complaint against him and it appears it was ignored by Leicestershire Police.
