Oakham Town Council Meeting Report and Video 10th September 2014

Oakham Town Council Meeting Report and Video 10th September 2014 not the 2nd as
stated by the Mayor.

There is a lot of waffle at the beginning once again about filming. Oakham Town Council
despite what they say publicly do not want filming at their meetings.

  


APOLOGIES

received from Cllrs Lucas another prior engagement.

Cllr Dodds still sick Oakham Town Council have previously voted to
extend her absence, Cllr Dodds has missed over six months of meetings.

Cllr Charles Haworth absent since 28th May 2014 no apology.



MINUTES

Members confirmed the minutes of the Meeting of Oakham Town Council held on Wednesday
6TH August 2014

Cllr Leanne Martin gave members a report about the Planning Sub Committee and their perceived
success, she speedily read the report. I felt as if she was talking about another committee and not the one I have witnessed. Good spin.

CO-OPTION OF A NEW MEMBER TO THE OAKHAM NORTH WEST
WARD

Alan Walters Co-opted onto Oakham Town Council,

Oakham Mayor Jayne Woodcock said "Welcome to our little pack!"

A pack a vicious uncontrolled animals could sum up the conduct of most of our town Councillors.



We were treated to a perfect piece of theatre as Rutland County Councillor Alan Walters
was co-opted onto the council.

Alan who had previously resigned, because he found the petty nature of the council not that amusing.

I knew, I should have placed a bet on him being then selected to serve on the planning sub committee.

I had pointed this possibility out to a member of the public.

There was a slight adjournment whilst Cllr Walters was taken into the Clerks office to quickly sign his papers, I think it was a Blue Peter moment, It was all very quick.

After the meeting I pointed this out to a councillor who has a wicked sense of humour. They suggested "the Clerk was efficient! and he had already prepared the documents for all the candidates accept you"

Efficient meaning achieving maximum productivity with minimum wasted effort or expense. If he had prepared documents for all the candidates then he had failed on the waste and expense element.
Paper waste!

As Alan took his seat the next item was considered, would Adam like to join the planning sub committee? of course he would what a silly question.

To agree on three designs for postcards and to authorise expenditure for the printing
of 1000 of each.

Oakham Town Council Approves Expenditure Without knowing How Much?

It no longer surprises me the way this 'little Pack' conducts is affairs especially when it comes
to spending public money.

At last nights members were asked to approve the following:

of 1000 of each.

Cllr Adam Lowe was asked how much would this cost?

He responded I don't know.

Other Councillors speculated the cost.

How could members legally authorise expenditure without knowing the true cost?

Concerns were also raised about the effect on retailers caused by the council distributing free post cards to tourists.

The council said they had consulted retailers, naming only two, the museum and castle both run by the other council. They have agreed not to produce similar cards, so not to effect Rutland County Councils sales. Very considerate of the town council!

I guess it's tough luck for other retailers?


AMENDMENTS TO STANDING ORDERS

Further Proof Oakham Town Clerk Richard White is an Over Paid Fool


Recently a meeting of Oakham Town Council was adjourned the Clerk
minuted the reason saying I was abusive to him,

He is one of the biggest liars I have ever met.

He find criticism abusive even when it is justified criticism.

He was telling members they did not need to advertise a vacancy in the local
press he stormed out when I interrupted and said he was once again giving
members incorrect information.

And he was standing or 36 (c) Co-option instructs the need to advertise in
the local press.

When the meeting was reconvened there was no problem with advertising
in the local press. Not even from the original objector Cllr Stan Stubbs.

This week Oakham Town Council are amending standing orders.
and adding the words if necessary.

Once again changing the rule book to suit their unprofessional practice.

Why would a council not want to advertise for co-option candidates?
Answer when you are a town council made up many corrupt homophobic
bullies.




DRAFT PROTOCOL FOR THE RECORDING OF MEETINGS
This item was deferred.

 This protocol is designed to frustrate the New legislation. 

It is therefore ultra vires and an unlawful attempt to limit freedoms recently given to members of the public.

Protocols may apply to council members, but it is a moot point whether they have any jurisdiction over members of the public.

This blatant is a attempt to frustrate the New Act.


The Town Council is planning to record and publish all meetings, I wonder why they feel the need
to request 24hrs notice from members of the public?

Most of the protocol is daft.








STATEMENT OF ACCOUNTS
To decide whether to approve the Statement of Accounts to September 1st 2014

A little confused about Oakham Town Councils accounts, one week the clerk
tells us he does not know what he is doing and the next week Cllr Guthrie tells
us he is doing a wonderful job.

PLANNING APPLICATION
To consider the following application received and to agree on any comments or
observations to be made to Rutland County Council

(i) 2014/0720/LBA Mrs Tanita Vichatum
Erection of one fascia sign, erection of one hanging sign and change colour of
front door to lime green

Cllr Stan Stubs, Oakham Town Council, Is this the start of Corruption? Mr David Trubshaw, Rutland County Council

Cllr Stan Stubs exhibited the very close relationship he is building on with Rutland County Council.

This video shows why Oakham Town Council don't want filming at their meetings.
At this meeting consideration of their unlawful protocol for filming was differed.





He said the Conservation Officer "had urged him I better be careful what I say" and went on to say he won't be supporting the application.

The video show Cllr Stubs digs his hole and how another Councillor Lowe said what everyone was possibly thinking.

After the meeting, I said to Cllr Stubs "you dug your own hole" The revolting man in his usual intimidating manner approached me and said "No one listens to you and no one will ever listen to you" Well, people might like to listen to his own condemning words.

Also after the meeting I spoke to another Councillor who expressed irritation at the way Rutland County Council often attempts to influence Oakham Town Council decisions.

I am sure it is unlawful for council staff to attempt to influence Councillors?

Cllr Stan Stubs said amongst other things:

"Grave Concerns"

"He did to urge me"

"I am in total agreement with the conservation officer"

Stan Stubs has set up a Planning Sub Committee of four people who decide applications on behalf
of all other councillors. It has been suggest that four people who don't represent all the wards are open to unlawful corruption. Have we seen the start of that now?

Cllr Stubs constantly refers to how we did things sown south where he was a parish councillor.

Cllr Stubs exaggerates the truth he told our community during the election he was a Wiltshire Parish County Councillor when he has never been a county councillor. Oakham Town Council amended his online profile on their website.

Cllr Stubs attacked me for looking into his political past. "Who do you think you are" he said
my response to him a candidate who stood against a dishonest Tory candidate hiding behind
the independent banner. He said "I am not a Tory"

So why did his misuse public money to support a Tory in 2009

Mike Hewitt, then a district councillor for Upper Bourne, Idmiston and Winterbourne, he supported his bid for selection as the local Conservative candidate for Wiltshire Council.

And once again found himself in trouble with Standards but not to worry rather like Rutland County Council's  was, the Standards Committee was all made up of Tories they decided no action was needed.  The council issued a statement saying: “Taking everything into account, including their view that Mr Stubbs was genuinely seeking to act in the best interest of the community, they decided to take no action.

Councillor Stubs was a big problem down south his own parish council even had to once write to the CEO of Wiltshire County Council to apologise for his conduct.

So it's no surprise he chose to drop every thing and move away to the Rotten Borough of Rutland.


Oakham Town Council Fails To Comply with Transparency Law

The government introduce new laws which are designed to improve openness and transparency.

Members at last nights meeting and myself because I ask were provided with Appendixes.

Other members of the public were not given access to these documents.

The law states there must not be any hidden documents.

One document and samples were shown to members and not shown to the public or myself
a very clear breach of the new law.
