Cllr Alf Dewis Rutland Times Local Plan

individual email address's of my fellow Councillors.
Dear All Oakham Town Council
At the Town Meeting Cllr Alf Dewis stood up and said the implementation of the local plan would start in 2016.
So how comes I and others can read in the Rutland Times (on-line) Cllr Alf Dewis comments stating Oakham Town council will be starting
the local plan this year?
Is it disrespectful of the chairman not to consult the council first before making an unilateral decision and then releasing that
decision to the press?
