Oakham Town Council Body Power Fitness Ltd, Wilkin Chapman Oakham Mayor Alf Dewis Fraud and Lies?

Dear All (Oakham Town Council)



Both Cllr Dewis and Cllr Lowe  lied in the press this week.

They are quoted as saying Cllr Brookes was excluded from the meeting
on the 29th June and that standing orders were followed.
If this was true why was is not included in the minutes?

Cllr Dewis has repeatedly lied about the Wilkin Chapman invoice.
His first "mistake" was when he answered my question at the
AGM he said the invoice related to employment advice.
He apologised for that mistake.
Even after last Wednesday evenings he repeatedly told me the
council did not know who was responsible for authorising the work
or who had authorised  the expenditure. This was witnessed by
a member of the public.
In Friday's Mercury he admits at long last it was him.
His lies on such a serious matter make him unfit to be our Mayor or even
a Councillor and he should resign.

I also believe he is attempted to cover up fraud with the councils
accounts.

Richard told me on Friday he the Clerk was responsible for mistakenly
entering the two rent payments in to the cash book and removing debt
from the accounts once is a mistake more than once on the same day
I find this hard to understand.

Knowing the history of the gym which I relayed to the internal auditor
and accountants (which Cllr Mills publicly said at the last meeting this
"was unhelpful" why?)

Another Councillor asked me not to raise the issue of the gym
because it might lead to the accounts not issuing a certificate
after the review.

I suspect because our chairman knows the tenants that there
is possible fraud.

Since this has all become a lot clearer the Town Council has
decided to ask a solicitor to start recovering of tax payers
money owed by the owners of Body Power Fitness Ltd
The owners were the lease holders and not the limited company.

The Mayors changing of my proposal asking for an audit to just a
simple review is another indicator for me and others to suspect fraud.

Did the Mayor ask The Town Clerk to make the mistakes
to right of the thousands of pounds owed by the owners
of body power fitness Ltd?

At the first meeting in August, I have asked for an agenda
item to call in an auditor to audit the 2014 -2015 accounts
because however the Clerk attempts to explain his series
of mistakes all made on one day which cleared the debt
of Body Power Fitness Ltd. I can not understand how he
managed to balance the end figures.

After Wednesdays meeting a new councillor said I should
draw a line under everything and move on Sorry this is
public money we do not draw a line over errors in accounts
and the fact we have failed to present accounts to our external
auditor Grant Thornton. She added all Oakham Town Councillors
need is some love, perhaps the Clerk should order us some
flowers for our hair for the next meeting!
