Oakham Town Council's Mayor Cllr Alf Dewis Instigates Fraud Investigation Into Oakham Town Council 2014 - 2015 Accounts

Letter to Oakham Town Council.

Dear Oakham Town Council,

This morning at 7.51am I received a text message from 07821 682743.

The text message was notifying me about an investigation I knew nothing
about.

I have since spoken to another councillor and they have confirmed Cllr
Alf Dewis has ordered some sort of investigation without approval of
full council.

The Cllr told me they told Cllr Dewis he should seek consent from
the full council.

They say Cllr Dewis responded by saying it is within his remit to
authorise an investigation.

How many times does Cllr Dewis need to be told he can not legally
make any decision that effects this council all decisions are required
by law to be made by full council.

I visited the office today and the Assistant Clerk confirmed there
was an ongoing investigation.

The Clerk understably did not want to talk about the matter.

Can I ask why he is at work and being put in this position by Cllr Alf
Dewis? If a members of staff is subject to this type of investigation
surely it would be appropriate to be given a period of suspension from
work?

I believe Cllr Dewis action are eventually going to cost this council
a lot of money. Possibly through a case of constructive dismissal.
When the Clerk was off sick he was holding secret meetings with
a former RCC employee and offering the Clerk's job.

Can I ask why the need for what a guess was another councillor
to use anonymous text messages. Our Mayor Cllr Dewis has no
power over us he is just a very sad old bully and he needs to be stopped.

I would like the following councillors questions answered at the 
next full council meeting.


1) This council recently refused my request for an internal audit, because
Streets Accountants did not conduct an audit. Streets also said, the errors in 
the 2014 -2015 accounts can not be proved deliberate or even 
a mistake, so what evidence has the chairman of the council now found that 
warrants an investigation and by who?

2) If there is a cost for this investigation, how much will it cost and 
why has authority not been sort from full council to conduct this
investigation.

3) What is this  Council attempting to hide from the public by first
refusing an audit of 2014 -2015 accounts and now attempting to conduct
a secret investigation?
