Members approved the terms of reference for the Neighbourhood plan steering
group and the Barleythorpe boundary was discussed, Cllr Lucas said a lady shouted
at her in the market place saying keep your hands of Barleythorpe.
I reminded members about the cost of the review consultation and suggested
again that they should retract their request due to the decision be made on
the basis the parish council would increase its income.

Tracy Carr was co-opted.

Discussion was held about the remaining to vacancies on the council two people
have applied after the deadline, members agreed they will be interview and
then a decision will made to co-opt them, if they are co-opted this will be the
first time in many year all twelve council seats would have been filled.

Member agreed not to pay Rutland County Council any contribution towards
the maintenance of the cemetery, due to the poor condition and due to
the councils plan to take over the running of the cemetery. The money
which is in the budget will be reserved for future cemetery use if Oakham
Town Council do take on the running if it.

It was also agreed to ask Rutland County Council for a refund on a large
contribution towards the towns old CCTV operations, because the former
council leader said publicly pointed out Oakham system did not work over
a year ago. During my attempt to make a proposal Cllr Lowe kept saying
its not on the agenda. He believes we should pay RCC money for the
cemetery etc to keep our relationship in order, I am not sure we should
pay RCC for a good working relationship.
