Why have Oakham Town Council not consulted a solicitor?

Rutland County Council have used a solicitor to draw up its own licence for a CCTV pole
it dumped on land the Town Council hold in trust without the consent of the council.

Why are they only offering to pay £1 a year? you get more than that for a BT pole.

Oakham Town Councillors are not qualified to know if this licence is correct and should not
fear appointing a solicitor because Rutland County Council would be expected to pay those
costs.
