According to an agenda item the council has to consider Millennium Computer Services have backtracked on their agreement.
I am not sure there was an agreement, I do know that there was instructions agreed by the full council to get a web site up and running so we could comply with the local government laws and requirements.
It would seem Cllr Hopkins and Cllr Haley were not happy with the councils resolution and
went ahead and messed up things with Millennium Computer Services.
Today another Council told me the only reason Cllr Hopkins wants the council to revoke its
resolution is because she is friends with the owner and his wife.
Cllr Hopkins did ask Cllr Haley if she should declare an interest and he advised against it.
Cllr Hopkins should seek advice from those who are qualified not an ex school governor who
currently thinks he can run every organisation here in Oakham, I think I should call him mini
Alf.
I have sent the following conduct complaint to Rutland County Council I doubt if they will do anything, I can only imagine what they would do to me if I hid the fact I was friends with the people attempting to gain a contract from the council.
What I fail to understand about this is why Michael Haley arrange a website for the neighbourhood plan with unlimited data storage for under £100 why the council feels it needs to pay some thousands for the Town Council site.

I have submitted the following conduct complaints via your website.
First Cllr Jasmine Hopkins has failed at every stage to declare an interest in hers and Cllr Michael Haley's preferred
website provider.
Cllr Jasmine Hopkins is a close friend of one of the directors of Welland Marketing Ltd
although she is much closer to the directors wife Mrs ############# Mallard Court, Oakham, Rutland, England, LE15 6RQ.
I believe this friendship has led to the council being forced into considering changing its mind on Wednesday 12th October 2016.
The council was told by Cllr Michael Haley they should go with Cllr Jasmine Hopkins preferred choice.
The council voted against her choice. Cllr Haley can be seen in the video not to pleased with that outcome.
The Council agreed clear instructions for the assistant Clerk to work with Millennium, the councils current provider.
The Council asked the assistant clerk if she required any help and she responded no.
This item has been back to council too many times and when we made a very clear resolution I thought this
would be the end of the matter. We did state if the assistant clerk needed to spend more than her powers permitted she would
seek consent from the full council.
After the meeting which Cllr Jasmine Hopkins did not attend, she made it known that she disapproved of the councils
choice.
A report sent to all councillors attached to the agenda for the meeting of the 12th September 2016 states that Cllr Haley met with Millennium he did not have the authority to do so. I suggest this is a deliberate act of corruption which fall within the powers of the localism act.
Cllr Jasmine Hopkins has told members that she asked Cllr Michael Haley if she should be declaring an interest, I would suggest
her asking shows she was uncomfortable with the situation. Cllr Michael Haley told her she did not need to declare at any point
because she was not personally financially benefiting from the contract. The big mistake her is she should declare because one of her
close friends is benefiting.
Second Cllr Michael Haley knowingly supported dishonest and corrupt practices which has resulted in an item being brought
to council in which he supports the financial gain of a close friend of Cllr Jasmine Hopkins.
Cllr Michael Haley with the Locum Clerk went against the councils instructions and interfered with the assistant
clerks work without the authority of the full council.
This Wednesday the 12th October 2016 the council is being asked to support Cllr Jasmine Hopkins preferred choice
again. Attached the report is one report titled Oakham Town Council Website Proposal prepared by her friend Mr Crosbie
for Cllr Jasmine Hopkins Oakham Town Council.
There is no formal quotation attached the council can not consider any costs without a formal quotation.

I ask Oakham Town Council to explain what is meant by Millennium have backtracked.
Millennium have had a close professional relationship with Oakham Town Council perhaps to close at times for many years and have never
overcharged us and appeared to give the council the best deal.
