The next meeting will be recorded and published despite Stan Stubbs and a few other
members objecting.

At a recent visit I spotted a new notice had appeared in the corner of the room

instead of calling the area a designated area for recording the council had typed
designed area.

The is now a new rule although the table is for the placing of recording equipment
the notice reads  the table can not be moved and tripods can not be place on the
table.

If cllrs like Mr Stubbs don't want to be seen by the public, I question why they are
Cllrs in the first place?













































Item 7 Working Groups etc.

We have been provided with some jumbled incorrectly typed titled report produced
by Cllr Michael Haley.
Once I work out which report is what, I find they lack any substance or information
which would help me answer peoples questions.

After 8 months of asking we are presented with a cemetery report and the last
entry simple states the working group has invited Rutland County Council to
meet with them, not stating the reason and there is no update of the current position.
Despite 8 months ago the full council agreed some instructions for the working group
many of those have been ignored. Cllr Michael Haley has taken charge of that group
is there now end to this mans ability to do almost everything at this parish council.
He objects to me pointing out he has taken on to many rolls.

He is also responsible for the finance working group and has failed to provide any
report to council for the last 8 months. appalling when you consider we now only
meet once a month and need to set a budget for 2017 - 2018. The council has so far
done no preparation for this.

The Old Gym Princess Avenue. Who leases a community asset for less than
the market value for 99 years for free and charges a rent for less than the market
value and then hands over the keys before any lease is signed?

Oh dear! this item really shows how stupid this council is.

This item contain a report which is a duplicate of an exempt item considered
at the last meeting and was deferred. It relates to the appointment of a new Clerk.
It appears everything we decided at that meeting has been ignored and Cllr Lowe (Mayor)
is wanting us to start again. So often our time is wasted like this.
When I was leaving the last meeting Cllr Lowe (mayor) reminded me that
all the matters discussed and the report remain confidential, exempt.
What has changed since that meeting and who made the decision that something
that should not have been confidential is now freely available for all to see?


15 Oakham Town Partnership 

to pay otp £1000 for the late night shopping event.

What I find frustrating about this is the council total lack of continuity regarding
the required authorisation of expenditure.

Last year this payment was not authourised by full council some one decided to
get the clerk to authourise it. When/I pointed out this had not been authourised
by full council via an agenda item to claim the money back, I was told it not
need to be authourised by full council so what has changed this year?

I wont be supporting the payment, the town partnership has thousands of pounds
sitting in its bank accounts it is about time it actually spent it on the town like it
is meant to. Recently we all received a email saying the town partnership had
changed its constitution and they only required one council representative and
that would be Stan Stubbs, the partnership lack any manners when they failed
to discuss or involve the other council rep in the decision making process.
The first Cllr Wadsworth knew that she was not required was when we received
the email from the assistant Clerk. There are no longer any representatives from
Rutland County Council on the partnership. The town centre manager they partnership
has employed is almost unknown to anyone who trades or lives in Oakham.
The Town Partnership does almost nothing to benefit the town. Some one
described it as an extension of the grumpy old gits club that meet at the
Wheatsheaf Pub.
You only have to look at its two web sites to see how ineffective it is as a partnership
other nearby towns have sites and other so much more in the way of assistance
to their towns.
