1. APOLOGIES - Standing Order 1(u)
(i) To receive apologies for absence
(ii) To decide whether to approve absences

2. DECLARATIONS OF INTEREST
Members are asked to declare, if required:
(i) Any Disclosable Pecuniary Interest they may have in respect to items on the agenda
(ii) Any other interest they may have in respect to items on the agenda

Members are also reminded to inform the Clerk of any changes in their Register of Members’ Interests

3. MINUTES (Appendix A)
(i) To confirm the minutes of the Council meeting held on Wednesday 14th June 2017

4. CHAIRMAN AND MEMBER’S REPORTS
To receive a report from the Chairman on functions attended and to receive reports from Members who have attended meetings on behalf of Oakham Town Council
(Members intending to report should inform the Clerk prior to the meeting)

5. COUNCILLOR’S QUESTIONS
To answer questions previously notified to the Clerk under Standing Order 9
(Members note that 72 hours’ notice is now required)

8. WORKING GROUPS AND STEERING GROUPS STRATEGY
(Appendices Bi –Bii)
To receive written reports from Working Groups and Steering Groups and to make any decisions as appropriate:
(i) Neighbourhood Plan Steering Group
(ii) Promotions and Publicity Working Group

 9. SUSPENSION OF STANDING ORDER 32
To agree to suspend Standing Order 32 (Casual Vacancies and Co-option of Councillors) in order that Item 10 on the agenda can be considered

10. CO-OPTION OF A NEW MEMBER
That Mr Paul Buxton is considered for appointment as a co-opted Councillor to Oakham Town Council South West Ward

  11. PARKING REVIEW – SCHEME PROPOSAL FORM (Appendix C)
To consider a proposal from residents in Brooke Road
(i) Are Council happy to support the proposal?
(ii) Would the Council be willing to make a financial contribution?

  12. PARKING CHANGES REVIEW (Appendix D)
To consider a letter received from a resident in Dean’s Street and to make any decisions as appropriate

13. STATEMENT OF ACCOUNTS (Appendix E)
To decide whether to approve the Statement of Accounts – June 2017

14. BUSINESS PLAN FOR OCC BUILDING (Appendix F)
(i)  To consider a report and to make any decisions as appropriate
(ii)  To authorise expenditure

15. EXEMPT ITEM
To decide whether to exclude the Press and Public under Section 1 of the Public Bodies (Admissions to Meetings) Act 1960, as amended, during consideration of Item 15 on the agenda as it concerns confidential matters and Item 16 as it concerns confidential matters

16. STAFFING COMMITTEE RECOMMENDATION (Appendix G)
To consider recommendations from the meeting of the Staffing Committee held on 11th July
2017 and to make any decisions as appropriate relating to those recommendations
