Rutland House Community Trust Proposing to Build 6/7 self contained flats on Willow Crescent Oakham Allotment site.











































The trust wrote to the Clerk a month ago seeking agreement in principle.

Currently they lease land from the Council and have on building containing
10 bedrooms and other facilities.

A few years ago the leased extra land behind the for allotments use by the resident
I never saw the that lease that is Oakham Town Councils way of doing things.
I hope it does say they can not build on the land.

Although looking back to 8th February 2012 I made the following note against
the agenda item.

10. LEASE OF ADDITIONAL LAND TO RUTLAND HOUSE COMMUNITY
TRUST LTD

To approve the signing and sealing of the Lease between Oakham Town Council and
Rutland House Community Trust Ltd for the additional land to the east of the
Willowbrook facility

This item has slipped through quietly and has resulted in the loss of public allotment land.

Although this lease is being given to allow the land to be used for recreation by the residents of the trust
there appears to be a provision that may allow the trust to build on the land at a later date.
the lease is set for 80 years and the rent is set at £480 a year.

Cllr Lucas was Mayor at the time and Adam Lowe was the councils rep on the
trusts committee. He did not declare an interest.

the following year Cllr Lucas proposed no representative was required to
be appointed on the trusts committee.



I think is it is a very dangerous move for the council to agree anything in
principle with out seeing any formal plans.

The building of any self contained flats would most certainly see the permanent
loss of the land to the council.

I would be interested to know the current terms and conditions of the lease
that covers the land the current building is sited on.

Was the building ever mean to become a permanent feature on land set aside
for allotment use?

one building which is home to 10 resident with 6/7 self contained flats

Dear Oakham Town Council

I have spent the afternoon searching my council records and found the council agreed
to lease the land the trust now wants  to build on in February 2012

I believe it was always been the trusts intention to build on the allotment land
and the council was mislead by Cllr Lucas and the former Clerk Richard White.

Those attending the meeting were not even shown the lease they were being 
asked to agree.


On the  8th February 2012, I made the following notes against
the agenda item.
