Racist Leicestershire Police officer sacked

Racist Leicestershire Police officer sacked.

A number of Leicestershire officers have been sacked following misconduct hearings since forces began holding the sessions in public a year ago.

They include a constable who was convicted of a sex offence when he was a teenager and another who was convicted of an offence of burglary while he was on duty.

However, hearings can be held behind closed doors in some circumstances.

In this case, it is understood to be because of ongoing criminal proceedings.

A Leicestershire Special Police Constable (SPC) has been dismissed from the force following a gross misconduct hearing. On Thursday 22 December a hearing for the SPC was held in private and found that he had breached professional standards of behaviour in that:
While off-duty he was recorded on camera using derogatory, abusive and racially offensive language about a third party
He then asked for the recording to be deleted after being told the third party was due to meet police

On Thursday 11 August a gross misconduct hearing for SPC Adam Fisher was held at police headquarters.

The panel determined that he had breached professional standards of behaviour in that while off-duty on 14 April 2016 he was involved in an incident of public disorder.

On Wednesday 3 August a gross misconduct hearing for PC Neville Thompson was held at police headquarters. The panel determined that he had breached professional standards of behaviour in that: 

On 25 March 2016, after responding to a call for service, he stole property from a premises in Leicester
On 4 July 2016 he was convicted of burglary at Leicester Crown Court and sentenced to an immediate term of imprisonment

A Leicestershire Police Officer has been dismissed from the force following a special case hearing.

The hearing was held at police headquarters on Monday 6 June 2016 where allegations of gross misconduct regarding Ryan Freestone were heard.

The panel chair found that, having admitted and being convicted of committing five non-recent sexual offences, Mr Freestone had breached professional standards of behaviour.

On Tuesday 10 May PC Carl Mouncher appeared before a gross misconduct hearing which concluded on Wednesday 11 May.
The panel determined that he had breached professional standards of behaviour, between September 2013 and April 2015, as he had:

He failed to adequately conduct an investigation
He failed to keep adequate records of enquiries made, and made entries on a crime report which he did not believe to be true
He submitted reports about this matter to other officers which he did not believe to be true

A Temporary Detective Inspector from Leicestershire Police has been dismissed from the force following special case hearing yesterday (Tuesday 1 March).

The hearing was held in private and found that he had breached professional standards by failing to report an association with a person convicted of an offence; failing to report information that an associate was committing criminal offences; provided false information on a vetting application; purchased, had possession of, and tested positive for, class C drugs (namely steroids).
