Cllr Charles Haworth, Roger Begy, Rutland County Council, Leicestershire Police, Inclusive Design

After a little research, I find the reason why Leicestershire Police won't charge Oakham Town Councillor 
Charles Haworth and Co. (ex mayors)

The reason being quite simple, they were supporting Rutland County Council and in particular the
Tory Leader Roger Begy.

It is no coindence that Cllr Haworth started his filthy campaigns at the time myself and another of
his victims had rasied Standards Complaints about Tory Roger Begy's disgusting conduct.

(Roger Begy says Planning and Property are not his favourite thing, strangely most peoples complaints
relating to his conduct have a planning or property connection and we all know why his son was struck
of the solicitors register.)

The female victim of this mob, is now starting her own legal resolution after suffering at the hands of
Haworth and Co. Cllr Haworth posted anti sematic posts about her on the Rutland Chat Forum.
communicated as her ward Councillor unkown to her with a firm of Architect Inclusive Design Ltd  she had employed, They employed former Rutland Planning officer and probally the shortest serving Oakham Town Councillor Mathew Taylor.

Cllr Haworth sent them congratulatory post cards when the resident feel into a legal dispute with them and Rutland County Council, on behalf of the people of Oakham, when she lost her home he passed on information via twitter about her bank. So much information  Cllr Haworth and Co used to attack residents
is gleaned from information obtained in his role as a Cllr, so I find it hard to understand why he can say
he is not acting as a councillor, when he is conducting himself in a Anti Semetic, Homophobic Crude Crass and very damaging way.

We can see why Leicestershire Police won't charge Cllr Haworth for crimes he has admitted 
committing. 

Because if he appears before a Judge he will take people connect to Rutland County 
Council down with him and not forgetting the former Mayors of Oakham.

This lady like me is disgusted by Rutland County Coouncils recent standards findings.

A Councillor from the South East of England contacted me and said "You can't put your councillor hat 
on and off when it pleases you the man is a dick" So nationally people see his conduct is very wrong.

Well it appears that Councillor is very wrong, in Rutland if your a friend of the Rutland Conservatives you 
can take you hat on and off when you please. That includes criminal counduct in public office.

I don't beleive the independent person Rutland County Council appointed to review the standards 
complaint I made is qualified to make the decission they did. 

Saying its fine to behave in any disgusting way as long as you say you were not acting in youre capacity as a councillor.

Cllr Haworth shared emails amongst his friends admitting he sent  malicious post cards on behalf
of the residents of Oakham, Is that not acting in the capacity of a Councillor.

Cllr Haworth has admitted criminal acts in a recorded interview and in two written police statements
and Leicestershire Police chose not to charge him why? This question was put to DC McMacDonald in
court who asked a officer to lie about the decission not to charge him, she said it was a CPS descision.
I court he said it was his.

It's circumstantial but significant that on 4 December 2009 the Standards Board had issued its report upholding our complaints references SBE-O6B8O-YMBGV and SBE-07068-2XX5G against Begy. 

Haworth's collusion with Smith of  Inclusive Design the ladies architect started on 17 December 2009 after he'd sent the postcard to her in the summer at the time the complaints were made along with the posts on the forum about poking the eyes out of the jewish monkey ###### just one of the description enjoyed by 
the Councillor and former Mayors on their vile chat forum.

That is the point Sgt Wharton became involved for the first time, I beleive he knew who was responsible
but took know action.

The SBE upheld our complaints about Begy's deliberate misconduct when engaging in Council business relating to her and her property. Rutland County Council could not refuse to forward these complaints 
we had made against Roger Begy because his disgusting conduct had overspilled into the publics eye
and members of the public came forward willing to give evidence. Of course standards issued no sactions
because they did not have access to the previous 26 complaints that had been swept under the carpet 
by the local Tory Standards committee and the paid help Geoff Pook monitoring officer who has
run away.

The same finding must applyto Haworth's even more disgusting conduct the emails prove this took place. 

According to the CPS, the criminal offence of misconduct in public office is committed when: 

• a public officer acting as such 
• wilfully neglects to perform his duty and/or wilfully misconducts himself 
•  to such a degree as to amount to an abuse of the public's trust in the office holder 
• without reasonable excuse or justification

The motive may be malice or bad faith but reckless indifference is sufficient.

That is the complaint substantiated by his emails between Haworth and Smith.

The Assistant Chief Constable questions why people are accusing his force of a 
corrupt relationship which our Councils appear to enjoy.

It's a great shame Oakham Town Council was not included in the 
award, a special one for these two at least?

I am including a link to the Real Whitby site because their
council chief executive Dixon could not provide
evidence to back up claims against that site and I Helen Briggs Chief Executive
of Rutland County is very similar character.

She provided a bundle of evidence and attempted to use it
against me in court, The judge kindly pointed out most, if not all of it was
not relevant and had no relationship to her or her complaint.

The local tax payers paid for her all her pointless work
collating the bundle.

The tax payers even paid for her time in court, where she lied
in desperation, giving verbal evidence she added "he always follows me around
town and photographs me when I am not at work"!

I raised the issue of her conduct with Rutland County Council,
they responded by saying she was acting in her personal
capacity and not as a council employee.

So why? did they respond to my FOI about the costs
Mrs Briggs incurred to produce her extremely large irrelevant bundle
of none evidence, with yes this was paid for by the tax payer.
Adding the council felt the prosecution of me was part of
of her employment and it was only right for them to support her.

I also raised the matter of the police officer in court who gave evidence
which proved she was in serious breach of laws that surround her restricted post.

She claimed my comments effected how standing with in the Conservative
Party both locally and nationally.

After receiving my complaint Rutland County Council say there
is nothing to investigate and referred me to the Police or the CPS.

I guess the new monitoring officer turned to her boss Helen Briggs
for advice on these matters.

Mr Briggs enjoys having the best of both worlds!

To this date despite an offer from DS. McDonald, Leicestershire
police have taken no action against Cllr Charles Haworth 
or Helen Briggs for perjury or misconduct in public office?

I guess they lost the file? just like they lost my last letter address
to the Chief Constable Simon Cole, fortunately I kept a copy and
another one is on it's way to him. Outlining my defamation claim
against one of his Sergeants, Now you can see why Oakham Police
station lost it. Maybe they should take a rummage in their bin
and remove it, along with all that evidence they binned in the past 
to support Homophobes Cllr Haworth and Former Mayors Harrison and Beech

Oakham Town Councillor and Former Mayor Jim Harrison sends Forwards email to a member of the public

The email was sent to Cllr Charles Haworth From Elaine Smith a firm of architects who worked for a resident in Cllr Haworth's ward.

It appears she is thanking Cllr Haworth for information discrediting that resident.

And for some reason she thanks him information about me and another Oakham resident.

Other emails I have received also mention the Tory Leader of Rutland County Council.

It is disgusting that Oakham Town Councillor and Rutland County Councillor can involve
themselves in peoples personal lives such a destructive manner.

Now it is very clear to me why the police will not prosecute Cllr Haworth, Harrison and others and why he
won't resign from Oakham Town Council the emails show he knows too much.

sadly the resident did lose there home and legal battle continue many have been won by the resident since and has resulted in Inclusive Design Going going into liquidation.

Oakham Castle, Heritage Lottery Bid, Rutland County Council, Roger Begy, £2 Million bid

Rutland County Councils restoration project at Oakham Castle remains on track to start next year after the council’s £2 million bid was given initial approval*  by the Heritage Lottery Fund (HLF).
The council has now received £114,000 from the HLF for further preparation work during 2013 with a view to submitting a full and final bid later this year. This is no guarantee that the bid will be accepted.The Lottery Fund has pots of money to spend on reports and presentations like this one. The pot grows bigger as people get poorer.
Rutland County Council say successful bid to the Heritage Lottery Fund will enable them to carry out extensive work throughout the castle,(great hall) an enhanced events programme, as well as more regular re-enactments and living history.

Council Leader Roger Begy: “Getting approval at this 1st stage of the bid process is a major achievement and should not be underestimated.  We are thrilled with this news as we put a great deal of hard work into our application.  It’s exciting to think we’re only one stage away from potentially getting final approval, but must not get ahead of ourselves.  During the next few months, we’ll work closely with colleagues at the Heritage Lottery Fund as we prepare to submit our final bid later this year.”
Vanessa Harbar, Head of Heritage Lottery Fund East Midlands, said: “Oakham Castle is an exceptional site full of fascinating historic features. We thought the proposals for this ambitious project were inspiring and if all goes to plan Rutland County Council will be on track to ensure the site and the Great Hall can be enjoyed by generations to come. We look forward to working with them as they further develop their ideas over the coming months.”
In addition to the plans for extensive restoration work and additional events, other areas identified for improvement are repair of the castle walls, new and improved toilet facilities, better information and signage, and improved facilities for weddings and family events.
Prior to the final bid being submitted in October, further work will be carried out which will include community consultation, putting together long-term plans for maintenance and education, as well as setting up a panel of young people to contribute to the project.
The final bid will be submitted mid-October with a decision expected in early 2014.
Oakham Castle is the best preserved Norman Great Hall in England and was used extensively until 1970 as the local court.  Occasional Crown Courts and Coroner’s Inquests still take place.
However, the castle is best known for its collection of commemorative horseshoes donated by Peers of the Realm.  Over 230 horseshoes hang on the walls of the Great Hall. These represent the unique custom that every peer of the realm must give a horseshoe to the lord of the manor on their first visit to Oakham. The custom has been followed for at least 500 years and probably dates back to the 12th century. The oldest surviving horseshoe is said to have been given by Edward IV around 1470. The most recent were given by HRH The Princess Royal in 1999, HRH The Prince of Wales in 2003 and HRH Princess Alexandra 2005.

Kendrew Barracks, Cottesmore, St Georges Barracks, North Luffenham, Roger Begy, Conservative Leader, Rutland County Council


We are delighted that the long-term future of both army bases in Rutland appears secure with the news that £180 million will be invested into the county as part of the Army Basing Plan.

There is a long and proud military tradition in Rutland and we are honoured to be one of seven UK areas chosen to host returning army troops.

Our local bases at Cottesmore and North Luffenham have an important role to play locally and we look forward to continuing our excellent relationship with the armed forces.

In recent years, Rutland County Council has been at the forefront of work that has already ensured the smooth arrival into Kendrew Barracks of 600 troops (and families) of the 2nd Battalion Royal Anglian Regiment from Cyprus during 2012.

We have also been working closely with army colleagues for some time to plan for the arrival, during 2013, of 7 Regiment The Royal Logistics Corps.  This detailed planning has seen the council work with key external partners as well as army colleagues, to focus on the impact of new arrivals in the areas of health, schools, and skills & employment.

The defence announcement also revealed that '5 Force Support Battalion Royal Electrical and Mechanical Engineers' will also be based at Kendrew Barracks from 2015 onwards.  The council also understands that '2 Armoured Medical Regiment' and '1 Military Working Dogs Regiment (Royal Army Veterinary Corps)' will replace 16th Regiment Royal Artillery at St Georges Barracks, North Luffenham.

The work that the council has already done in tandem with our partners and 2nd Battalion the Royal Anglian Regiment will serve us well in future years.  Our team working on this will now include in their planning the additional arrivals announced by the Defence Minister, and we look forward to welcoming the soldiers and their families to Rutland.

Rutland County Council signed the Army Community Covenant during 2012 which encourages the local community to support local military personnel and their families.

There is a rumour circulating that the above maybe due to happen.

Mr Pook was once head of legal services at Rutland County Council.

At that time he called me in to the council office to question my intentions for becoming a town councillor
back then I did not realise he had not right to do that and of course since learnt what control Rutland County
Council has over local democracy here in Rutland.

Mr Pook is no longer head of legal services, he remains the monitoring officer for Rutland and in my opinion has been very selective about dealing with some issues.

Mr Pook I believe is now also responsible for democratic services.

I once received an anonymous communication from the person, I guess they were responsible
for communicating the most foul correspondence from Rutland County County Councils computers to me over the years, they said "good old Pook I knew he would not grass me up"

Last week I wrote  to Mr Pook and asked if he is considering early retirement and is there any connection to
that comment.

I am also told Tory Leader Roger Begy OBE is considering going.

I cant image why? I wonder if there is any connection to the conduct of the unknown person
and the election posters attacking me, the ones he failed to see throughout his ward even the
one posted directly outside his home.

Has the man Leicester Police arrested in January and re-bailed till 3rd September threatened
to take them down with him?

If I was that man who has taken part in an homophobic, filthy hate campaign, for so many years
I would not want to take the punishment for all the group.

Despite the recent changes at Leicestershire Police they don't smell of Roses
they need to deal with the stink that starts with Inspector Monks and Sgt Foster.

It is not acceptable for their replacements at Oakham to keep saying there were
management issues in the past at Oakham Police station....!

There have been serious issues that Leicestershire Police have attempted to
ignore and that includes my false arrest last year in support of these nasty thugs.

The Anti Corruption Party at Rutland County Council

The Anti Corruption Party at Rutland County Council express many concerns about Rutland
County Councils Property and  Planning matters.

I once published a tale told on a Greetham doorstep, about a Councillor who attempted to
grab some land and had asked the person telling me the story to help, clearly not knowing
this person was related to his intended victim.

The Leader of Rutland County Council Roger Begy has a son who was a Solicitor, he
specialised in property. He and another person owned a law firm, BE LEGAL LLP

Both solicitors were involved in a serious court case, involving property here in the UK and 
Ireland, sadly for the legal profession they were struck off and BE Legal LLP was dissolved.

I don't think even a copy of Private Eye or a can of Tesco  Every Day Value Air Freshener 33p
Can clean up, the stink that is Rutland County Council, MP Alan Duncan said the conduct of the three Rutland Anti Corruption Councillors Stinks.

My senses tell me the only stink coming from Rutland County Council is that dished out by the old farts
who bully anyone who dares to question their ruling  methods.

When we have councillors who are elected unopposed  because of public fear,  Nothing will change.
Any new young  fresh life, seems to become intoxicated and overcome very quickly  by the toxic nature of the old farts.

Occasionally a Tory Councillor will get fed up and speak out.

When Conservative Councillor Nick Wainwright could take it no more, he named the bullies at that time.
The Leader Conservative  Roger Begy and The Deputy  Conservative  Leader Terry King and the Chief Executive  Helen Briggs. (from my personal experience  I would add Gene Plews.

At the last meeting for two Conservative Councillors  Mr and  Mrs Wells, Mr Wells said:
"they would rather work with Robert Gabriel Mugabe the current President of Zimbabwe than work with Council Leader Mr Roger B Begy (Conservative) - GREETHAM WARD."


We have a similar situation with Oakham  Town Council the old guard who can not let go.
Mr Paul Beech bullying from a public position.

His own brother explains on Facebook how he is very pleased to still own both his legs and describes
his brother as a bully.

Private Eye seen below mention some of recent advice given to Rutland County Council and how they might like to involve the police to bully the three councillors  further. I would like to think Leicestershire Police have learnt from that past mistakes and that won't happen, only time will tell.

Now who are the Laughing Stocks, Mr Lucas and Bevan Brittan or Rutland County Council? Both

Are the tax payers of Rutland  going to let this rotten council squander £90,000 of its money
on more  ill advised legal activity?

Bevan Brittan have already robbed the tax payer of over £10,000

£8,000 for the recent report and £2350.00 back in 2010.

Its simply poor management, Oakham Mayor Cllr Dewis said "Rutland County Council is in a pickle"

He's a fine one to say that, he needs to get his own house in order first.

The council has money invested, the last time they were asked it was £19,000,000

Rutland County Council has so much money, it even lends a bit to Tory Friends Brent Council.

and then charges the highest council tax in the land.

It does not surprise me that Rutland County Council refises to release this information.

Cllr Terry King turned very nasty in the early days when I asked a simple question about the original presentation. Did Cllr King declare it was his company shown in the presentation. to this date he and the
council have refused to answer that simple question.

Looking at further Tweets it appears the Digital Rutland Contract Signed by Helen Briggs Chief Executive
of Rutland County County Council has been leaked. If its sent to me I would be happy to publish it.

As Oakham Library celebrates its 40th Birthday with Tory leader Roger Begy taking another slice of the cake.

It would have been nice if Rutland County Council had progressed just a little further into the modern world and ended its censorship, I am not talking about the carefully selected limited range of newspapers.

I refer to the continued Net  censorship in Rutland.

Not only does my site remain blocked, many people complain various other sites are blocked.

Many of those sites that are readily available outside the county.

Martin Brookes reports that Rutland County Council has blocked access to his blog in Oakham Library. As Martin has been known to be critical of that council's members, as well as members of the town council, I presume this is censorship for political reasons.

The hard-pressed taxpayers of Rutland, who fund the library, are entitled to read criticism of their elected representatives. This censorship should end at once.

Besides where will it end?

Lord Bonkers telephones exclusively: I heard a particularly juicy piece of gossip about the Duke of Rutland this afternoon. Apparently, he was seen emerging from... Hello? Hello?

Later. Martin Brookes has received a reply from the chief executive of Rutland County Council that confirms that his blog has been blocked. Extraordinary.




A CAKE was cut to mark the 40th birthday of Oakham Library.


The library in Catmos Street first opened its doors on September 21, 1972, having cost just £49,500 to build. The 40th anniversary was celebrated on Thursday last week when Rutland County Council leader Roger Begy joined library staff and volunteers to enjoy a slice of cake. Read more at the Rutland Times

The storm is being fed by the Conservative Coven wether with or without Helen Briggs stirring support. Oakileaks haven't been told.

Rutland County Council, Leader, Roger Begy, People are fighting for a Sainsbury

Conservative Leader Roger Begy in this weeks Rutland Times:

“People are fighting for a Sainsbury’s over a Waitrose because they want competition for Tesco so that they can afford to live.”

In Rutland the council tax that people living in the county pay averages £555 per person, whereas in Leicester city it equates to £307.

If there is snow or its Christmas we often see stocks run low in Tesco people arguing at the checkouts, those are good reasons for another store.

We would not want to see this in Tesco?

Roger Begy, Rutland County Council, Kicking Supermarkets says Retail Express

Once again Roger Begy is found "kicking" the supermarkets. In today's Retail Express in an Article Titled More Councils Saying No To Superstore Bids.  This time he rather smugly says "We made ourselves very unpopular with the people of Oakham by turning down the Sainsbury's on our bypass"

Roger Begy Conservative Leader of Rutland County Council says NO to Supermarket Giants, What next for post 16 Education

Now the Leader of Rutland County County Council Roger Begy Conservative, has thrown his rattle out of the pram and become the hero of the Anti Supermarket lobby, I wonder what plans he has to feed all those people who will be moving into the new homes that will be springing up around Oakham.

The Anti Supermarket lobby should not trust this man, Judas would best describe him. If Waitrose had not pulled out of the Tresham College deal he and his Conservative colleges would have been paid a substantial sum by Tresham College for the Councils Post 16 Education project. If it is the case Supermarkets are now barred from Oakham will we be seeing more homes? I visualise the long wait in Tesco on a Saturday morning or they all drive out to lidl to do their shopping alongside Roger Begy.

I am concerned now at what is going to happen to the post 16 eduction here in Rutland we have been told many times it hinges on the gift to be received from Tresham. (gift as describe by the Rutland Times)

David Burton and Roger Begy Rutland County Council

After posting the Blog of names, I was wondering if I would get a response and I sure enough, I did not have to wait long.

David Burton Taxi Driver.

This gentleman has a Twitter account Oakytaxidriver. He tweets the most vile and foul things about me and people I know. He has tweeted information that often has only been made available to Rutland County Council and Oakham Town Council.

Roger Begy leader of Rutland County Council says he does not know this man, I suggest he is lying and was happy for Mr Burton to tweet away during the local elections. Also his son N Begy is a member of Oakham Rugby Club along with Stuart Burton. I understand Roger Begy is also a member.

Now if I can get a response from publishing a few names so quickly telling me the list of names published is a local Taxi Driver and his family why can't Oakham police find him (a good question for Inspector Monks)  I will be checking the electronic electoral roll tomorrow (I am not paying 192) when I have the address I will give it to the police or maybe they can search him now on their own database.

Now I can see why Oakham Police won't take action because of Roger Begy's involvement.

Recently a number of homophobic comments were placed on my blog one was so shocking it suggests to me the author is very sick. Suggesting I was responsible for my partners death and performing a sexual act on them.

I think David Burton could be responsible for these comments and letters his tweets suggest he is very disturbed  in the past he has tweeted I sell my self to Oakham School teachers and publicly named them.

Oakham police have the ip address and tell me they can find the person, I fear they won't take any action. Because they have failed to act in the past and even binned many of the letters. It was not until S Foster came along did they start criming the letters.

I believe it is possible David Burton moonlights as a Taxi Driver because he no longer works for Berridge Cars. Two people have told me one is connected to Oakham police, they both say Dave Burton works for fomer Conservative Councillor Ellis as a forklift driver.

This morning I received correspondence from Conservative Rutland County Councillor Terry King

You will see from his last email received so far he is now offering me an undisclosed sum of money to shut me up?

Why? 
Is this not a bribe? 
Is that not a serious criminal offence?

You will notice the Leader of Rutland County Council, Roger Begy OBE also sent an e-mail suggesting 'Brookes' is not writing his e-mail alone.
Why is that a concern for him?
