Good News For Oakham Library Computer Users

Dear Mr Brookes

Thank you for your email of 19th March highlighting your concerns about the provision of internet access at Oakham Library. I do appreciate the frustration experienced by users attempting to use the equipment, however, I am able to give you some good news on this front.

For the past several months, the library computers at Uppingham, Ketton and Ryhall have been upgraded, and I’m pleased to be able to let you know that the computers at Oakham Library will be replaced with new machines from April onwards. We are hoping to be able to make some other changes at the same time which will improve the experience of our users, including installing larger monitors.

Regarding the booking system currently in operation in the library, the one hour plus one hour extension system is in to place to ensure that there is a turnover of people using the facilities, so that anyone wanting to access a PC can do so without waiting too long. This can particularly be a problem at lunch times, when we sometimes have to refuse to extend a session, to enable another person who is waiting to use the equipment. I would be reluctant to change the system at this stage, as I’m hopeful that the new computers will mean that an hour’s computer use is a productive time, not one spent looking at a blank screen. However, I will keep the position under review particularly if we are able to increase the capacity of the IT suite.

I do hope this letter answers your questions, and I hope you will be able to make use of the improved computing facilities at Oakham Library very soon. Please let me know if you have any further queries or comments,

Oakham Bandstand Cutts Close Oakham

Work on a £30,000 restoration project should start today.

The Bandstand in Cutts Close Oakham, is used by bands durring the summer, it is hoped work will be completed in 8 weeks just in time for the first summer concert.

It is a very expensive project funded by Oakham Town Council.

I am pleased, it is not being removed as is the case in so many towns.

It is a wonderful attration, used for residents and visitor to the town.

This is how I see it.

I wont be bullied into keeping quiet, the more you bully the more vocal I will be.

The Town Clerk is fully aware of those involved, these people have bullied him, to the extent he accuses me of bringing misery to Oakham families last week. I don't accept this, if these people had not behaved in this despicable way over the last year no one person would have been effected.

Mr Harrison resigned because he provided images of me and contributions to the Rutland Chat Forum.

I made a formal complaint to the Standards Committee.

Mr Kelly I don't know why he resigned.

Mrs Tyers resigned because of her husband involvement. She is the biggest loss for the Council.

They all keep stating they could not work with me.

It was repeated again yesterday on Rutland Radio, all three said its was impossible to work with me.

They have never worked with me or attempted to so this is a unfair comment.

Rutland Radio reporter initially took their side and broadcast I was a controversial councillor.
this is certainly untrue. They retracted the statement.

Mr Beech has spent many months posting offensive comments about me on-line and when he is found out and I publish his IP address he has the cheek to visit the police and complain I am breaching data protection.

The Data is freely available on-line so I see no breech.

Also Mr Alan Walter prospective candicate for the NE ward was one of the first people to start this campaign against me on the Rutland Online Forum with his first post ' Who The F*CK is Martin Brookes.

Mr Walters informs me he never wrote the title, it would appear it was edited by admin. along with thier offensive comments. to be fair to Mr Walters he did remove his comments ROL took much longer to act on the others this resulted in the closure of the ROL Forum

It is likely Mr Walters will be unapossed, I wont resign because he is standing, he has appolagised to me personaly for his past behaviour.

A Rutland Bloggers Freedom

I will not remove my blog, I am sorry I can't spell, you please stop sending these threatening letters to my home address.

I have handed this on to the police although the have up to now shown no interest in stopping your year long campaign of bullying and hate against me, they are going to act on this letter as it would appear you have broke a postal law.

I removed the three photographs of your friends from my blog after you conducted a despicable campaign online over the last two weeks.

It was agreed they would not be exposed as part of this campaign if this activity stopped, the letter was posted Thursday after the photographs were removed.

Is it a coincidence Mr Beech always refers to me as Brookes and as for spelling that is how you spell my name!

As you know this has nothing to do with the content of my blog. Its you decision to try and stop me photographing and any other lawful activity I chose to carry out.

It is called harrassment!

An unconfirmed report has been received that he-who-shall-not-be-named has accepted the suggestion originally made by Neptune and has removed the offensive posts from his blog. Neptune is investigating, and if the report turns out to be true, this blog will vanish into the ether very shortly.

Rutland Chat Forum Members

Some members of the Rutland Chat Forum have conducted themselves is a despicable manner over the last year.

And most recently with the publication of the Blog to slander and harass me.

Job Searching

Some of you may have seen this comment and request online over the weekend.

The Jobcentre Plus only require jobseekers to actively seek work in three various ways each week.

I would like to state, I do far more than this and attend Job Links in Leicester and use methods they provide. although this is limited, they allow restricted access to the internet.

If there is a employer locally who can other me employment I would be happy to hear from them.

I and others would also like to question his use of the public library, he often states on twitter/blog/facebook group/forum he has been allowed extra time, why, when others have to pay for their allotted time? Why are tax payers funding his online hate campaign/egomaniacal behavior. I am lead to believe he tells staff, he is applying for or looking for work.

All this time in Rutland we pondered on the use for the fifth hole in the stocks....

Saturday And The Blog Goes On

The blog started about me , by some residents of Oakham continues.

I know I am not meant to ignore this but personal attacks unfounded or untrue are not nice.

PC Hibbert has told me it is to be expected when you become a Councillor.

I have never seen or experience anything like this in my life before.

It is totally unacceptable behaviour.

Those involved are bitter, they should grow up and do something more useful.

I have taken on the role of a Town Councillor to serve the town.

Many members of the public, have told me thank god they have departed referring to those who resigned after I was elected stating they can't work with me.

To be honest I may have found it hard to work with some of them.

Mr Harrison produced photographs for the Rutland Chat Forum. He apologised for this and continued to join in the fun! the fun they call fun!

I reported his behaviour as a member of the public to the standards committee.

Forgive me for being cynical, surely this is the real reason for him resigning?

This morning I received a threat via facebook.

I am pleased to say Facebook take these threats more seriously than some other authorities. The users account has been removed.

So if you don't want to lose your facebook account
I suggest you don't use that site to send threats.

The threat has been passed to Leicester Police and Melton Council.

My Decision

My decision to raise a complaint against a fellow member of Oakham Town Council, was not taken lightly.

The Code of conduct clearly states members must not influence any matter, using coercion, harassment, inducement or pressure.

On the 3rd March 2010 a member tried to influence me.

As a Councillor, I must debate and make a individual informed decision on matters on any agenda.

Pressure and coercion was used at private meeting before the full town council meeting held at Victoria Hall.

I later questioned why this was done. To safeguard public money, I have asked Leicestershire Police to investigate the circumstances behind the spending of this £30,000 of public money.

If no wrong is found, I would still ask why I was told I should not bring my concerns to the full council meeting.

Oakham Town Council - What is a Parish Council?


In law, the town council is a parish council. A town council covers a town whereas a parish council covers a village or a group of villages.

Parish councils have their origins in the development of villages, all over England, during Saxon and Norman times - 1000 or more years ago. At this time a village was ruled by the Lord of the Manor. As communications were poor and central government often weak, there was little national control. Sometimes the villages all met to make decisions, which affected the whole community. Gradually, it seems that parish priests and sometimes schoolmasters joined the Lord of the Manor to become a kind of ruling group. Often in small villages they were the only people who could reason correctly. It was probably they who formed the first effective parish councils.

After the Second World War the National Association of Parish Councils was formed, and by 1952 half of all parishes in the country were members. The Association became a national force and raised the profile and consequently the activity of parish councils.

A parish council is democratically elected to serve a defined and local area.

Parish councils exist to protect and promote the interests of their communities and to provide local services.

There are 11,000 parishes in England and Wales. In Wales a ‘parish’ is known as a 'community'. Some smaller parishes do not have parish councils; others are grouped with other smaller parishes and are served by one parish council. Parish councils serving large, mainly urban, populations are generally known as Town Councils.

Parish council powers cover allotments; arts and entertainments; baths and wash houses; burial grounds; bus shelters; byelaws; cemeteries and crematoria; charities; clocks; closed churchyards; commons; conference facilities; community centres and village halls; footpaths; bridleways; lighting; litter; parking places; parks; open spaces; playing fields and recreation grounds; ponds; planning; postal and telecommunication facilities and public lavatories.

Helen Briggs, Chief Executive, Rutland County Council:
Update RAF Cottesmore.

15th December 2009, the MoD announced that the harrier force stationed at RAF Cottesmore will disband and transfer two squadrons to RAF Wittering, over a three year period. The first Squadron will move by 1st April 2010. The remaining will then transfer to RAF Wittering by 1st April 2011. It is planned the station will then close by 2013.
Since December 2010 RCC has led a multi-agency team comprising of Rutland County Council. RAF Cottesmore, Government Office East Midlands, East Midlands Development Agency, job centre Plus and the Primary care trusts to Understand the impact of this closure and what interventions the council and partners will need to make to limit the disruption to the community.
Its likely Mod personnel will continue to live in the homes on the base after the transfer from the base for sometime.
The MoD still has to make a decision on the future of the site and this will be subject to the impending Strategic Defence Review.

Updates to Councillors, local businesses and the community will be sent out as progression on this evolves.

Information about Rutland best Kept Village Competition.

This competition replaces The Rutland Tidy Village competition which was run for 53 consecutive years up to 2008 The new competition aims to promote sustainability, environmental responsibility and community improvement. The competition will be held with two categories of villages: Best kept large village and best kept small village.

Mark Naylor, head of Adult operations and Commissioning, Rutland County Council:

Mark Naylor also spoke on behalf of Children’s Services: Safeguarding children and vulnerable adults.

He started by reminding as us this was everybody’s business.
He highlighted Stop abuse, a joint venture supported by Leicester City Council, Leicestershire Constabulary, Leicestershire County and Rutland PCT, Leicestershire Partnership trust, NHS Leicester City, Rutland county Council and University Hospitals of Leicester NHS Trust.

Physical abuse, Sexual abuse, Emotional abuse, Financial abuse of Adults was covered

He explained Abuse is when someone does or says something to anyone which makes them upset or scared. Abuse is when someone tries to take away your rights. You maybe afraid to say to say something to tell them to STOP.

Everybody has the right to live their life free from violence, fear and abuse. Every body has the right to live in safety. You have these rights, whoever you are, It doesn’t matter if you are old or disabled or ill.

If you are being abused you can report this to a Social worker, Nurse, Police Officer, Care Worker, Family & Friends, Doctor and Care inspector.

We were also told keeping children safe is everybody’s business.

We were given a leaflet of the same title from Local Safeguarding Children Board Leicestershire, Leicester and Rutland.

It was also stated there had been 38 safeguarding adult reports during 09/10
Rutland currently has 8 children on protection plans and 28 currently looked after children.

Kevin Brooks explained the role of Access to Services in Rutland whilst we enjoyed cakes provided with the logo iced on top.
Kevin Brooks and Anna Rodley are currently carrying out a survey to find what services could be provided out in the communities and ways in which people could access public services.
Should the council Twitter and use SMS services?
Could the mobile library be used for Benefit Advice and other services.
Job Centre plus was mentioned Rutland is the only County in the UK that does not have any Job Centre plus services.
I thanked Kevin Brooks on behalf of the 400 plus Rutland unemployed, single parents and others for putting Job Centre Pus on the Councils current agenda.
We all have to travel some distance out of the county to access this service at a considerable financial cost. I mentioned I have written a number of letters to our MP Alan Duncan concerning Job Centre Plus.

Kevin Brooks and Anna Rodley would like to know your thoughts on the following questions.

Do you know anyone in your community who struggles to access services they need?
If so, do you know which services are hardest for them to access?
Do you know why?

Heather Wells, Councillor and Portfolio Holder for Children and Young People’s Services, Rutland County Council

Cllr Heather Wells spoke about the Post 16 Consultation, the vote on this subject will be held at Monday’s full Council meeting. 8th March 2010 7 pm. It was felt the media coverage had been biased. Anyone members of the public wishing to attend Monday’s Council should arrive at 6.30 pm Mrs Briggs said there total capacity for health and safety reason was limited to 160 seated members of the public and admission would be based on a first come first basis. In the past post 16 Consultation had been held in venues able to host over two hundred members of the public.

Finally we were presented with the Parish Briefing.

This includes RAF Cottesmoore Update, Rutland Hippos! and information about Rutland’s Best Kept Village Competition 2010: How Green is Your Village?
