Sainsbury, Oakham, New Store Approved By Rutland County Council
Rutland County Council held a special meeting of the development control and licensing committee
this evening (Monday 25th March 2013 6.00pm)
Councillors voted unanimously in favour of Sainsbury building a new store on the former college site
at the junction of Barelythorpe Road and Lands End Way. No surprise!
Curiously Cllr Richardson repeatedly stated that Sainsbury had created a fudged packed plan?
I wonder why he supported the application? Clearly he is a big fudge fan...
The meeting stated at .6.00pm prompt, Chairman Cllr Vernon gave a short introduction and
said she would kick any one out who interrupted the proceeding of the meeting.
She then requested the many council officers introduce themselves to the public.
Councillors declared various interests:
Cllr Oxley declared he was not related to Mr Oxley from Sainsbury's
Cllr Baines said he knows Tim Norton
Cllr Dale also knows Tim Norton has a irrelevant interest in the nearby allotments who's members
had raised objections about loss of parking, Sainsbury has agreed they can park at the store.
We were treated to a mini presentation from the planning officer Patrick Gear is the
officer responsible looking after Sainsbury's application.
He highlighted the need to demolish the old college.
Displayed the plans and location maps
And pleasingly he pointed out the retention of Lonsdale House.
Access points were shown
Elevation plans for the store were shown.
There were no questions or deputations from the public.
A deputation was given by the Mayor of Oakham Cllr Dewis who was speaking for
5 fellow Councillors when he repeated objections to the store claiming the council
objects due solely to traffic issues.
Issues relating to the rail crossing.
He pointed out the Town Partnerships daft traffic management scheme.
Sainsbury's [lanned 8-10 deliveries each day
Lands End Way too narrow
He accused Rutland County Council of "scant regard" when considering this application.
He urged the council to take a step back.
He went over his three minutes the chairman did not tell him to shut his mouth like they do
at Oakham Town Council.
Robert Oxley from Sainsbury responded:
All the technical merits had been very well considered by Rutland County Council and 85%
of the public they had consulted wanted the store.
They will provide a modern store with recycling and a important alternative choice and competitive
prices. He hoped employees will come from Oakham, (250 jobs)
50% of food shopping is currently done outside Oakham.
Sainsbury will provide improved transport and pedestrian links.
They are investing in traffic management improvements
They have agreed a huge 106 agreement.
They intend to give money for Cllr Kings Ashwell Prison Sports Hall (I imagine with the large sum coming from Hawksmead this will be of an Olympic Standard?) and other requirements to assist the future growth of Oakham.
Cllr Baines questioned Cllr Dewis :
Is OTC's objection confined to traffic issues, Dewis said Yes.
Cllr Baines then asked Mr Oxley a question about the Railway footbridge that spans the station
tracks. Currently the public have prescriptive of access to that part of town (a short cut)
He asked has Sainsbury consulted with Rail Track about the possible increase of use?
Mr Oxley replied NO.
Cllr Gale asked Dewis to explain his comment of "scant regard" Dewis replied there is no
mention of new homes in the report.
Cllr Dewis was also asked if Oakham Town Council had an alternative suggestion to the plans
presented. Cllr Dewis replied yes and the previous application to build on the site near the bypass
should have been approved, at this point a former Tory Councillor appeared to have a coughing
fit.
Cllr Cartright asked Mr Oxley if there had been any consideration to widen the road and various other issues.relating to access.
Mr Oxley replied Sainsbury would not invest in a inaccessible location.
Cllr Richardson asked Mr Oxley to clarify 50% of food purchases made out of Rutland was this
people from Oakham or Rutland as a whole.
Mr Oxley replied Oakham and with a better choice some might return to shopping here in Oakham.
Cllr Richardson traffic concerns and asked if Sainsbury had considered alternative access.
Mr Oxley replied this was the best solution, although we have have not explored any other options.
The meeting moved on to a very long presentation from the planning officer Patrick Gear. When I endure
his part at meetings I try very hard not to sleep.
Fortunately this time this achievement was assisted this time by the telephone ringing. Not mine, the phone in question belonged to a former Tory Councillor.
A Copper Beech Tree will be killed
There are a number of trees originally proposed for removal which have been saved.
There is no evidence that there will be any traffic concerns.
The College site is considered the most suitable for this form of retail.
There are no Transport or Accessibility issues.

Barleythorpe Road Tree Screening will remain.
The Roundabout is far enough away form the nearby homes.
The Bats have been considered.
It was pointed out there will be restrictions imposed on the store relating to the goods
Sainsbury can not sell, so not to effect the centre of town retailers. Similar to that
imposed on the Co-op which the Council does not enforce as most of its member can afford
to shop there.
Cllr Gale said the planning report was the best he had ever read.
Moat Councillors raised concerns about traffic issues.
Cllr Woodcock predicts traffic gridlock.
Cllr Oxley suggested the plans for the store were a bit like attempting to put a quart into a pint pot.
Cllr Dale said he has spent many hours in traffic jams at the crossing.

Cllr Cartwright satisfied with the principal, raised concerns about the cycle track links and would like
to see the Copper Beech replaced like for like. She also raised issue with the distance to Ashwell prison
from Oakham, ( I wonder about the legality of Cllr Kings 106 spending plans on this Sports Hall, it may be sited in the newly named Oakham Business Park, the park is the village of Ashwell, Oakham 106 payments
should benefit the residents of Oakham)

Cllr Baines said the new store is well connected to the town centre.

He was pleased Lonsdale House was to be saved (pity he neglects the real Londsdale House, Barleythorpe Hall)
Cllr Gale would like to see additional signs pointing to the bypass.
With plans for a Sainsbury’s store in Oakham being approved by Rutland county councillors They will be happy as they will receive the money due from the sale of the site.
Most of Oakham's residents will be happy.
The unelected Town Councillors who did not represent the public views and just their own
will be unhappy.
Oakham Town Councillor Charles Haworth who lives a stones throw away from many new developments, wont be happy I am sure.
Sainsbury’s will build a 28,000 sq ft shop on the former Rutland County College site in Barleythorpe Road.
Mr Oxley does not expect the store to open within the next year.
The Secretary of State has 21 days to cal in the planning application, the size of store and location
makes this highly unlikely.
The development will include a single-storey supermarket, a 267-space car park, a customer cafe and a cash machine. and recycling point.
The college buildings will all be demolished on the 4.7 acre site and the current entrance at the junction of Barleythorpe Road and Lands’ End Way would be redesigned, with a roundabout being created. .
Sainsbury’s says the store could create 250 jobs.
The application, submitted to the council in September 2013, received 55 letters of support.
Reasons for backing Sainsbury’s included the need for greater choice of food stores; more competition for existing supermarkets and job creation.
Three residents objected saying it would have an adverse impact on the town centre and cause possible congestion and traffic problems.
Oakham Town Council recommended refusal because of the possible impact on the town centre and concerns regarding access to the site. Tonight's deputation and subsequent questioning revealed the town council was only concerned about traffic issues.
Tesco, which has a store in South Street, has also objected to the plans after the consultation period and has put its own extension plans on hold until a decision on Sainsbury’s has been made.

The symbol of the Paralympic Games is composed of three "agitos", coloured red, blue, and green, encircling a single point, on a white field. The agito ("I move" in Latin) is a symbol of movement in the shape of an asymmetrical crescent. The Paralympic symbol was created by the Scholz & Friends agency and approved in April 2003.
The colours of the agitos with the white background stand for the three colours that are most widely represented in national flags around the world. The three agitos encircle a centre point, to emphasize "the role that the International Paralympic Committee (IPC) has of bringing athletes from all corners of the world together and enabling them to compete". The shape also symbolises the Paralympic vision "To Enable Paralympic Athletes to Achieve Sporting Excellence and to Inspire and Excite the World".
This Paralympic symbol was first used in publications and other products in 2003. Due to limited time before the 2004 Paralympic Summer Games in Athens, the new symbol was not used by participating delegations during the Games. At the 2004 Closing Ceremony however, the flag that was handed over to Beijing had the new symbol. The symbol was first used in a Paralympic emblem at the 2006 Paralympic Winter Games in Torino.

Rutland County Council, Leader, Roger Begy, People are fighting for a Sainsbury
Conservative Leader Roger Begy in this weeks Rutland Times:
“People are fighting for a Sainsbury’s over a Waitrose because they want competition for Tesco so that they can afford to live.”
In Rutland the council tax that people living in the county pay averages £555 per person, whereas in Leicester city it equates to £307.
We would not want to see this in Tesco?

Once again Roger Begy is found "kicking" the supermarkets. In today's Retail Express in an Article Titled More Councils Saying No To Superstore Bids. This time he rather smugly says "We made ourselves very unpopular with the people of Oakham by turning down the Sainsbury's on our bypass"

Roger Begy Conservative Leader of Rutland County Council says NO to Supermarket Giants, What next for post 16 Education
Now the Leader of Rutland County County Council Roger Begy Conservative, has thrown his rattle out of the pram and become the hero of the Anti Supermarket lobby, I wonder what plans he has to feed all those people who will be moving into the new homes that will be springing up around Oakham.
The Anti Supermarket lobby should not trust this man, Judas would best describe him. If Waitrose had not pulled out of the Tresham College deal he and his Conservative colleges would have been paid a substantial sum by Tresham College for the Councils Post 16 Education project. If it is the case Supermarkets are now barred from Oakham will we be seeing more homes? I visualise the long wait in Tesco on a Saturday morning or they all drive out to lidl to do their shopping alongside Roger Begy.
I am concerned now at what is going to happen to the post 16 eduction here in Rutland we have been told many times it hinges on the gift to be received from Tresham. (gift as describe by the Rutland Times)

What a daft man we all know he turned down Sainsbury in the hope Waitrose would come to Oakham, if the sale of the Tresham college site had gone ahead, there would have been no doubt planning permission would have been granted to Waitrose.
Now we here rumours, maybe taking legal action against one of the parties? Cllr Gale has said he and four other members have called in the police to deal with possible planning corruption.
Most people locally seem to have some sort of knowledge of corruption, I wonder why it is taking so many years to get sorted.
When I was out about canvassing for the local elections a current councillors name came up, more than once.
One gentleman said "they tried to force a member of my family to sell up and approached unknown to them another member of the same family to assist". I returned to Oakham and put this story to a local business man and they immediately named all involved. So if the police take to investigating corruption allegations seriously it should not be hard for them to bring about some charges and convictions.
Roger Begy came across last night as the champion of local shopping, So can he explain why he admits jumping into his Jag and crossing the Rutland / Lincolnshire boarder and filling up his car each week at Lidl?
The news report only featured shops that you would need a good credit limit to shop at, none of which would be under threat from the supermarkets. I am not aware of Tesco's moving into handmade jewellery, Although I did here the had joined the big cash for gold craze.
The reporter concluded you won't find boarded up shops in Oakham, the photograph below was taken a stones throw away from where he filmed his report. Someone said he should have gone to Spec Savers. We don't have a Spec Savers here in Oakham.
It is hoped this board will be removed soon two of these empty shops have been snapped up by William Hill Bookies an essential shopping outlet? Or a rioters target in many other UK towns and cities. Tottenham has a lot of outlets in a small area, I wonder if this is the poor man's bank?
It is important to say we don't have many empty shops, but it is true most are catering for the elite and Oakham is a good day out for the older more discerning girl with a few pieces of plastic at hand.
In April a Clothes shop opened claiming affordable prices, over £100 for a men's casual shirt is not affordable for the majority of Oakham's residents and that may the reason why that store closed this month.
Rents are very high in Oakham, one trader in Letchworth was complaining their rent was high, £600 a month. You would be lucky to find a shed for that here in Oakham.
Mr Begy said a lot of people were angry when the council turned down Sainsbury. How true lets hope they appeal.

It is hoped this board will be removed soon two of these empty shops have been snapped up by William Hill Bookies an essential shopping outlet? Or a rioters target in many other UK towns and cities. Tottenham has a lot of outlets in a small area, I wonder if this is the poor man's bank?
It is important to say we don't have many empty shops, but it is true most are catering for the elite and Oakham is a good day out for the older more discerning girl with a few pieces of plastic at hand.
In April a Clothes shop opened claiming affordable prices, over £100 for a men's casual shirt is not affordable for the majority of Oakham's residents and that may the reason why that store closed this month.
Rents are very high in Oakham, one trader in Letchworth was complaining their rent was high, £600 a month. You would be lucky to find a shed for that here in Oakham.
Mr Begy said a lot of people were angry when the council turned down Sainsbury. How true lets hope they appeal.
We need competition here in Oakham, Waitrose offered price matching, that is not competition.

Tonight no surprise the full council turned down the planning application.
Twice the chairman threatened to kick out the public for clapping speakers who supported the application.
This caused many people to walk out at each point.
The chairman agreed to be generous with timings. It was amusing to see Helen Briggs waving one minutes signs at the speakers who continued much to her amusement.

Full Council meets tonight to discuss the Sainsbury's Planning application.
The meeting takes place in the Council Chamber at Rutland County Council on Monday 14 March from 6.00pm.
Seating is limited and places for members of the public will be allocated on a first come first served basis.
Last month (February), the application for a new Sainsbury’s store on the Oakham Bypass was rejected by the Development Control and Licensing Committee (DC&L).
However, the responsibility for making the final decision has now been passed to Full Council after four Councillors asked for the original decision to be reconsidered.
Sainsbury’s have submitted plans for a new foodstore (including cafeteria) at the junction of Lands End Way and the Oakham Bypass. The application also includes details of a car park (240 spaces), landscaping and petrol filling station.

After tonight's planning meeting ended Councillor Parsons was attacked by a female member of the public for voting against the Sainsbury application?
In a very unfriendly manner she demanded the Councillor tell her how long, he had lived in Rutland.
Shouting "I was born and bred in Oakham I am a real Rutland person"
Councillor Parsons revealed he had lived in Rutland since childhood, the lady was not happy once again repeating her claim to be a true Rutlander.
At this point a foreigner from England stepped in, I thought the two woman were going to pull each others hair out so I and Councillor parsons retreated to a safe distance.
The foreign English woman commented "I was not conceived in a hedgerow along Burly Road" or Born in a ditch in Exton. This does not make me any different from you madam!
There was a lot of fighting talk in the Council Chamber tonight.

further Shouting could be heard from all parts of the Chamber, "Shame on you was shouted" "How much did Tesco pay you.
It's a great pity the respectable drunken ex Cllr Paul Beech was not around, he could rattled of another of his moralistic letters to the Rutland Times, like the one he wrote regarding the mild heckling at the Tesco meeting.
Of course he can't, because of egg on his face after he published on Facebook information relating too his week in Bournemouth, described by him as a 24/7 piss up in the brewery with his good wife. Just the sort of behaviour one would expect from such dignified local dig

After a short presentation. Deputations were made from the public.
Deputy Head of Tresham College spoke first against the development.
Tresham would like would like to see the application turned down as they wish to sell their site to Waitrose so they can pay Rutland County Council the promised funds for Rutland's New College.
Former Councillor Alan Walters spoke for a group of residents and put a good case for the application. The public applauded, he was question by various Councillors and he was once again applauded. He spoke well.
The Chairman Mr Gale asked the public not to applaud and some replied “we have a right”!
Next Mr knight from Navitron / Burly Fires he spoke very briefly not objecting but ha concerns relating to highways issues.

Mr Geer the councils planning officers attempted to give a presentation often interrupted by heckling from the public seat, eventually Mr Gale ask the public to allow the presentation to continue. He was heckled.

The Application was refused after four Conservatives voted to turn down the application and the others voted to reject the refusal. Councillor King tactically abstained.
Afterwards there were scenes of jubilation between him and Chief Executive and a legal officer.
The public vented there anger some leaving the chamber shouting shame on you for supporting Tesco! How much are Tesco paying you.
It will be interesting to see if the application is forwarded to full council or is it the end of the matter.

We are told Waitrose are considering moving into Oakham, they would like to build a new store on the Rutland College site, only if Rutland County Council refuses permission for the proposed Sainsbury store at Hawksmead.
I say sod of Waitrose and lets have an affordable store like Lidl or Aldi.
The college site would be perfect for this type of store.
Another site close by is the Parks School or Rutland County Council could move Jules to the Parks School site and provide a much better youth services.

Oakham Town Council Planning Sainsbury
Tonight Oakham Town Council decided to approve the planning application for the new Sainsbury Supermarket.
4 Councillors voted to approve the application.
1 Voted against
There were around 12 members of the public present.
I agree with a comment made after the meeting the public were not made to feel included. This is not the fault of Oakham Town Council more the attempt by the council to follow the rules.
This is a bit tongue in cheek it was noted Rutland County Councillor Peter Jones was making good use of his i-pad. Oakham town council are not as progressive as RCC all mobile and electrical equipment are banned during council meetings.
Back to Sainsbury.
The Town Clerk explained the role of the Town Council and its statutory duty when it come to planning .
He made a good attempt to influence those council members present by suggesting they were not qualified to make any recommendation. Sorry but not the Clerks role. I am pleased to say no member was agreeing with his opinion. I do feel the member have forgotten they are or could be a powerful voice for the people they represent. In future I hope councillor will consult with the people who they represent and that will help them make a better informed decisions in the future.
Councillor Charles Haworth, correctly gave his view, Hawksmead is a monstrous development and Sainsbury should not add to it.
Councillor Mark Woodcock said the town needed a choice and agreed with competition.
Councillor Lorna Grey Also agreed with Councillor Woodcock, It was her personal view Tesco should not have been built in the centre of our town. She hoped Sainsbury would be asked to assist with town centre improvements and said the west end of the town was a disgrace.
Councillor Maureen Dodds said they must think of the people who will be moving into the new homes.
If Rutland County Council now go to improve the development the make sure Sainsbury do really respect the environment around them. I hope we don't see plastic hanging from the the surrounding trees.
